International Policy Analysis: Multi-Country Drug Policy Impact Assessment

Client: European Research Area Network on Illicit Drugs (ERANID)
As the Canadian research lead for a seven-country examination of drug policy impacts, Dr. Bear coordinated a sophisticated analysis of how legal frameworks affect social outcomes for people who use drugs. This international collaboration required navigating diverse legal systems, cultural contexts, and research methodologies while maintaining consistency across participating countries including Portugal, France, Italy, Netherlands, United Kingdom, Canada, and Australia.

The project involved conducting in-depth interviews with senior police officers, advocates, community workers, academics, and legal experts to capture the real-world implications of policy changes over two decades. Our Canadian analysis became a crucial component of a broader understanding of how different approaches to drug policy—from Portugal's decriminalization model to Canada's cannabis legalization—create ripple effects throughout communities. The work required exceptional diplomatic skills to engage stakeholders across the political spectrum while maintaining scientific objectivity. The resulting insights have informed policy discussions at both national and international levels, demonstrating how collaborative research can bridge ideological divides to focus on evidence-based solutions.
