Responsum works with government ministries, health organizations, NGOs, and regulated industry clients on complex social policy challenges. All engagements are led directly by Dr. Bear, with specialist teams assembled from a network of researchers, practitioners, and subject matter experts as the scope of each project requires. This model allows Responsum to bring precisely the right expertise to each engagement without the overhead of a large firm.

Policy Research and Analysis

 

Dr. Bear has spent two decades studying how drug and criminal justice policies actually work once they leave the policy document and hit the street. That background informs consulting work spanning regulatory framework development, multi-country comparative policy analysis, and evidence reviews for government and health organizations. Work in this area includes multi-country comparative policy analysis, regulatory framework development, and evidence reviews to support policy design. Clients have included the Eastern and Southern Africa Commission on Drugs, the European Research Area Network on Illicit Drugs, and the Canadian Public Health Association.

Program Evaluation

 

Responsum designs and conducts program evaluations using mixed methods, drawing on quantitative data, qualitative fieldwork, and stakeholder consultation to produce findings that are analytically rigorous and practically useful. Dr. Bear has evaluated correctional communication programs for the UK Ministry of Justice, police training programs for major municipal police services, and public health education campaigns across Canada. Evaluation work includes instrument development, data collection, analysis, and recommendations for program improvement.

Training and Curriculum Development

Good training does not happen by accident. Responsum develops and delivers training programs on harm reduction, implicit bias, systemic discrimination, cannabis policy, and performance management for frontline professionals, organizational leaders, and post-secondary institutions. Recent work includes harm reduction training for cannabis retail staff, bias and discrimination training for quasi-judicial board members, and curriculum development for criminal justice degree programs. Materials are built to be accessible, evidence-based, and practical for the people who will use them.

 

Strategic Advisory and Knowledge Translation

 

Research findings do not translate themselves into policy or practice. Responsum supports organizations in making that translation, whether by synthesizing research for non-specialist audiences, facilitating stakeholder engagement processes, or advising on strategic direction in complex policy environments. Dr. Bear led the knowledge translation of 32 funded research projects for the Mental Health Commission of Canada, designed and facilitated a national research networking event for the Canadian Centre on Substance Use and Addiction, and co-authored the Mindful Consumption and Benefit Maximization framework, now used in cannabis education programs across Canada. This service area is particularly well suited to organizations navigating the gap between what research says and what decision-makers and practitioners actually need.

Engagements vary considerably in scope, from short advisory projects and single deliverables to multi-year research programs. Responsum works with clients to structure projects that fit their timelines, budgets, and internal capacity.
